Blaine County Office of
Emergency Management
Blaine County Emergency Management Director is Janell Wood.
She is responsible for performing emergency management functions within the Blaine
County area. She is responsible for developing, maintaining and revising, as
necessary, an emergency operations plan for Blaine County. The plan(s) address the
emergency management system functions of preparedness, response, recovery and mitigation.
She coordinates her plan with the Oklahoma State Office of Oklahoma Emergency Management.
Janell is responsible for all aspects of emergency management within the Blaine County area including:
Conducting a hazard analysis detailing risks and vulnerabilities,
Annually updating the existing all-hazard Emergency Operations Plan (EOP),
Conducting and arranging for necessary training of all relevant personnel,
Conducting annual exercises to evaluate the plan
Managing resources,
Determining shortfalls in equipment, personnel and training,
Revising the EOP as necessary,
Establishing and maintaining an office of emergency management, communications, warnings,
Conducting or supervising damage assessment and other pre- and post-disaster-related duties.

Blaine County Flood Plain
Opportunities, Inc. Blaine County Floodplain Administrator is Janell Wood. According to the Unified National Program, there are two main goals of the local Floodplain Administrator:
Protect and preserve the natural and beneficial functions of the floodplain: and
Reduce flood damages to personal property and reduce number of lives lost from flooding events.
